When will the payment of zakaah be waajib?

Zakaah will be waajib when a lunar year passes over the nisaab amount. We won’t take the normal calendar into consideration. e.g a person became the owner of nisaab on the 6th of Rajab, then a complete year will pass over this nisaab on the 6th of next year’s Rajab and thus zakaah will be wajib.
