If a woman’s mahram passes away in hajj, what should the woman do? return immediately or finish off the hajj and then return? should she wait for a mahram from home to come and pick her up or not?

Since such lady cannot spend her iddah there, then she should come back with a mahram. If no mahram available, then follow the hajj and then return with the group.
