I have about Rs12000 and some silver jewellery less than 612 g.. Is zakaat compulsory on me?

You need to evaluate the market price of the jewellery. Then if the price of the jewellery and the Rs 12000 is equal to the nisaab or exceeds the nisaab then all are Zakaatable. But if the amount is less, then no zakaat applicable.
