Is there a practice called “Hila Shari” whereby the institution gives part of the amount collected to a zakaat recipient, then the latter offers the most of the sum back as a donation. This donation is then used for maktab expenses?

Yes, when there is necessity, ulamas have given permission for Hila shar`ee. But this is not a general opening for such activities.
