I would like to know if it is permissible for a husband and his wife who have had sexual intercourse during the night to do sehri BEFORE they perform ghusl.

It is permissible to do ghusl after sehri, but care should be taken that no water goes inside the throat during gargle and cleaning the nostrils. In fact try to wet the throat and nostrils before sehri as a precaution.
