A person suppose to go for hajj but died

The money is now inheritance money. Had he made a wish that someone do hajj on his side, then it is wajib to send someone to do hajj badal. But in any case the hajj expenses should be less than one third of the total estate. But if he did not make a wish, then it is the inheritor`s money and they may decide what to do with the money.
