ONE WHO GOES TO TA-IF SHOULD PUT IHRAAM OF UMRAH IF RETURNING TO HOTEL IN MAKKAH.
Rasouloullah Swalallahou `Alaihi Wasallam has set the limits of Miqaat. Reported in Musnad Ahmad that Rasouloullah Swalallahou Alaihi Wasallam has set the Miqaat of people in Madinah : Zul Huleifah
The Miqaat of people Syria/Turquiye side: Juhfah
The Miqaat of Yemen and Tihamah: Yalamlam
The Miqaat of people of Ta-if : Qarnan(Qarnal Manazil nowadays)
The Miqaat of people of Iraq : Zate Iraq.’’(Musnad Ahmad)

حَدَّثَنَا يَزِيدُ، أَخْبَرَنَا حَجَّاجٌ، عَنْ عَطَاءٍ، عَنْ جَابِرٍ، وَعَنْ أَبِي الزُّبَيْرِ، عَنْ جَابِرٍ، وَعَنْ عَمْرِو بْنِ شُعَيْبٍ، عَنْ أَبِيهِ، عَنْ جَدِّهِ، قَالَ: ” وَقَّتَ رَسُولُ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ لِأَهْلِ الْمَدِينَةِ ذَا)
الْحُلَيْفَةِ، وَلِأَهْلِ الشَّامِ الْجُحْفَةَ، وَلِأَهْلِ الْيَمَنِ وَأَهْلِ تِهَامَةَ يَلَمْلَمَ، وَلِأَهْلِ الطَّائِفِ وَهِيَ نَجْدٌ ، قَرَن ، وَلِأَهْلِ الْعِرَاقِ ذَاتَ عِرْقٍ
So any muslim who intend to come to Makkah from outside the boundaries of Miqaat, then he should be in Ihraam of Umrah before trespassing these Miqaats boundaries.
Jeddah is inside the Miqaat. Hence any muslim intending to go to Makkah should be Ihraam well before landing in Jeddah or before its respective Miqaat markings.
The question came from some Hujjaaj that they went for visit to Ta-if. But they returned to Makkah without wearing Ihraam. So they should pay a sheep/dam in Makkah or Mina. Because Ta-if is outside the Miqaat boundary. Just like Madinah. You need ihraam if you intend to return to Makkah.
After the victory of Makkah, Rasouloullah Swalallahou Alaihi Wasallam went Ta-if, Hunein. So reported in Muslim Shareef that Rasouloullah Swalallahou Alaihi Wasallam wore Ihraam at Ji
ranah. He performed Umrah. This is the proof that those who are in Ta-if or went Ta-if, then they should wear Ihraam if coming back to Makkah. When returning to Makkah from a visit to Jeddah, on the other hand, does not need ihraam because Jeddah is inside the Miqaat boundary.
صحيح البخاري – (13 / 52)
حدثنا هدبة بن خالد حدثنا همام عن قتادة أن أنسا رضي الله عنه أخبره قال
اعتمر رسول الله صلى الله عليه وسلم أربع عمر كلهن في ذي القعدة إلا التي كانت مع حجته عمرة من الحديبية في ذي القعدة وعمرة من العام المقبل في ذي القعدة وعمرة من الجعرانة حيث قسم غنائم حنين في ذي القعدة وعمرة مع حجته
Reported in Bukhari that Rasouloullah Swalallahou Alaihi Wasallam wore Ihraam from Ji`ranah for Umrah when he finished distribute the booty of Hunein.
But if the group of Hajis return to Ta-if now and wear Ihraam from there for a Umrah, then they will not need to pay a dam/sheep.(Bahr) And note that this dam/sheep can be given in Mina even afterwards, but before death. And note that these hajis now they should not try to wear Ihraam inside Makkah or inside the boundary of Miqaat because else they will have to pay another dam/sheep: One for trespassing Miqaat without Ihraam and the other for wearing Ihraam inside the Miqaat boundary.(Bahr)

وَلَوْ خَرَجَ وَأَهَّلَ مِنْ مِيقَاتٍ أَقْرَبَ مِمَّا جَاوَزَهُ أَجْزَأَهُ كَمَا فِي الْفَتْحِ عَنْ الْمَبْسُوطِ ثُمَّ التَّقْيِيدُ بِخُرُوجِهِ إلَى الْمِيقَاتِ يُسْقِطُ الدَّمَ الَّذِي لَزِمَهُ بِمُجَاوَزَةِ الْمِيقَاتِ غَيْرَ مُحْرِمٍ بِالْإِحْرَامِ مِنْهُ كَمَا تَقَدَّمَ فَإِذَا أَحْرَمَ مِنْ دَاخِلِ الْمِيقَاتِ لَا يَسْقُطُ عَنْهُ دَمُ الْمُجَاوَزَةِ ؛ لِأَنَّ الْمُتَقَرِّرَ عَلَيْهِ أَمْرَانِ دَمُ الْمُجَاوَزَةِ وَلُزُومُ نُسُكٍ بِدُخُولِ مَكَّةَ بِلَا إحْرَامٍ ، وَقَدْ عَلِمْت حُكْمَ كُلٍّ فَلْيُتَنَبَّهْ لَهُ .
Had they not go out of the Miqaat Boundary, then it will suffice for those staying in Makkah to go to Masjid Aisha ra(limit of Haram, not Miqaat) and wear Ihraam from there for a umrah.
