Can someone make niyat for another Umrah after the first Umrah without cutting hair? Can he do the umrah instantly from the masjid or should he go to Tan`eem (Masjid Aisha)?

Making niyat of 2 Umrahs at one time is reprehensible. In fact one dam has to be given if a second ihram is put on the first one. One should end the first umrah with cutting hair or shaving and then one can proceed to another Umrah to Masjid Aisha. Only Hajj ihram can be put in Haram.
