If a child of 11years (got her puberty last year) has Rs 15 000 and less than 70 grams of gold does she have to pay zakat?

Yes, there is Zakaat on her this year: 70 * Rs 2000 = 140 000 + Rs 15 000. Zakaat to be paid this year: Rs 3 875.
