Is zakat faraz if i have a debt?

If a wife works, she has no savings, so she give zakaat on her Gold Jewels (more than 100gms). But this year, she has a debt. Is Zakaat Faraz on her? Cause she find difficult to give Zakkat. She wants to pay the debt first. Please help and give hadith as referrence.

Should deduct the debt from the value of jewellery. If it exceeds Rs 30000, then later on she will have to give zakaat.
