Is believing in only 8 rakah for tarawih wrong?

Yes it is wrong since sahabas, tabi`ee and the whole ummah until now was unanimous that Taraweeh is 20 rakats. The belief bring oneself in disregarding Sunnah Muakkadah and hence openly sinning.
