If a husband passes away and has debts, is it jaaiz for the wife to take zakaat money from people to pay her husbnd’s debt if she doesn’t have money besides for her basic needs?

We need to evaluate the debts and the surplus belonging of the wife. Has the husband left any asset in his heritage, then the assets should be used to pay the debts before the heirs could get anything.
