What if the people who ask for alms are playacting ? Making salaams but instead of doing salaat they sit on the road near exit of Musallees? Can we give them zakat?

No. Should not give Zakaat to these people on the street. Give some sadaqahs only. Zakaat should be given only to those people whose net balance of asset is below nisaab zakat.
