Proof that Pardah and veil is a natural attire of muslim Women.
 Bismihi Ta`ala


يَا أَيُّهَا النَّبِيُّ قُلْ لِأَزْوَاجِكَ وَبَنَاتِكَ وَنِسَاءِ الْمُؤْمِنِينَ يُدْنِينَ عَلَيْهِنَّ مِنْ جَلَابِيبِهِنَّ ذَلِكَ أَدْنَى أَنْ يُعْرَفْنَ فَلَا يُؤْذَيْنَ وَكَانَ اللَّهُ غَفُورًا رَحِيمًا (59) لَئِنْ لَمْ يَنْتَهِ الْمُنَافِقُونَ وَالَّذِينَ فِي قُلُوبِهِمْ مَرَضٌ وَالْمُرْجِفُونَ فِي الْمَدِينَةِ لَنُغْرِيَنَّكَ بِهِمْ ثُمَّ لَا يُجَاوِرُونَكَ فِيهَا إِلَّا قَلِيلًا (60)

Allah Ta`ala gave order: ‘‘O prophet! Tell your wives, your daughters and the women of the believers that they should draw down their shawls over them. That will distinguish them more and hence they will not be harmed.’’(33:59)


وَإِذَا سَأَلْتُمُوهُنَّ مَتَاعًا فَاسْأَلُوهُنَّ مِنْ وَرَاءِ حِجَابٍ ذَلِكُمْ أَطْهَرُ لِقُلُوبِكُمْ وَقُلُوبِهِنَّ وَمَا كَانَ لَكُمْ أَنْ تُؤْذُوا رَسُولَ اللَّهِ وَلَا أَنْ تَنْكِحُوا أَزْوَاجَهُ مِنْ بَعْدِهِ أَبَدًا إِنَّ ذَلِكُمْ كَانَ عِنْدَ اللَّهِ عَظِيمًا

‘‘...and when you ask anything from (the wives of the prophet), then do ask them from behind a curtain.’’(33:53)
Overhere, the concept of pardah between men and women is clearly mentioned such that a curtain should be between them when talking to them for a necessity.

 
وَقُلْ لِلْمُؤْمِنَاتِ يَغْضُضْنَ مِنْ أَبْصَارِهِنَّ وَيَحْفَظْنَ فُرُوجَهُنَّ وَلَا يُبْدِينَ زِينَتَهُنَّ إِلَّا مَا ظَهَرَ مِنْهَا وَلْيَضْرِبْنَ بِخُمُرِهِنَّ عَلَى جُيُوبِهِنَّ وَلَا يُبْدِينَ زِينَتَهُنَّ إِلَّا لِبُعُولَتِهِنَّ أَوْ آبَائِهِنَّ أَوْ آبَاءِ بُعُولَتِهِنَّ أَوْ أَبْنَائِهِنَّ أَوْ أَبْنَاءِ بُعُولَتِهِنَّ أَوْ إِخْوَانِهِنَّ أَوْ بَنِي إِخْوَانِهِنَّ أَوْ بَنِي أَخَوَاتِهِنَّ أَوْ نِسَائِهِنَّ أَوْ مَا مَلَكَتْ أَيْمَانُهُنَّ أَوِ التَّابِعِينَ غَيْرِ أُولِي الْإِرْبَةِ مِنَ الرِّجَالِ أَوِ الطِّفْلِ الَّذِينَ لَمْ يَظْهَرُوا عَلَى عَوْرَاتِ النِّسَاءِ وَلَا يَضْرِبْنَ بِأَرْجُلِهِنَّ لِيُعْلَمَ مَا يُخْفِينَ مِنْ زِينَتِهِنَّ وَتُوبُوا إِلَى اللَّهِ جَمِيعًا أَيُّهَ الْمُؤْمِنُونَ لَعَلَّكُمْ تُفْلِحُونَ

‘‘Tell the believing women that they should lower their gaze, guard their private parts, and must not expose their adornment, except that what appears thereof, and must wrap their bosoms with their shawls, and must not expose their adornments except to their husbands or their fathers...’’(24:31)


يَا نِسَاءَ النَّبِيِّ لَسْتُنَّ كَأَحَدٍ مِنَ النِّسَاءِ إِنِ اتَّقَيْتُنَّ فَلَا تَخْضَعْنَ بِالْقَوْلِ فَيَطْمَعَ الَّذِي فِي قَلْبِهِ مَرَضٌ وَقُلْنَ قَوْلًا مَعْرُوفًا


‘‘O wives of the prophet!...So do not be too soft in your speech, lest someone having disease in his heart should develop fancies(about you).. ’’.(33:32)
Over here, Allah Ta`ala is compelling women to talk with a hoarse and harsh voice behind the curtain. Seeing face is out of bound.


وَحَمَلُوهُ وَكُنْتُ جَارِيَةً حَدِيثَةَ السِّنِّ فَبَعَثُوا الْجَمَلَ فَسَارُوا وَوَجَدْتُ
عِقْدِي بَعْدَ مَا اسْتَمَرَّ الْجَيْشُ فَجِئْتُ مَنَازِلَهُمْ وَلَيْسَ بِهَا مِنْهُمْ دَاعٍ وَلَا مُجِيبٌ فَتَيَمَّمْتُ مَنْزِلِي الَّذِي كُنْتُ بِهِ وَظَنَنْتُ أَنَّهُمْ سَيَفْقِدُونِي فَيَرْجِعُونَ إِلَيَّ فَبَيْنَا أَنَا جَالِسَةٌ فِي مَنْزِلِي غَلَبَتْنِي عَيْنِي فَنِمْتُ وَكَانَ صَفْوَانُ بْنُ الْمُعَطَّلِ السُّلَمِيُّ ثُمَّ الذَّكْوَانِيُّ مِنْ وَرَاءِ الْجَيْشِ فَأَصْبَحَ عِنْدَ مَنْزِلِي فَرَأَى سَوَادَ إِنْسَانٍ نَائِمٍ فَعَرَفَنِي حِينَ رَآنِي وَكَانَ رَآنِي قَبْلَ الْحِجَابِ فَاسْتَيْقَظْتُ بِاسْتِرْجَاعِهِ حِينَ عَرَفَنِي فَخَمَّرْتُ وَجْهِي بِجِلْبَابِي وَ وَاللَّهِ مَا تَكَلَّمْنَا بِكَلِمَةٍ وَلَا سَمِعْتُ مِنْهُ كَلِمَةً غَيْرَ اسْتِرْجَاعِهِ وَهَوَى
بخاري

In this hadith of Bukhari, Hazrat Aisha r.a. reports that she slept in the desert when she was left out mistakenly from the caravan. She slept alone without pardah. When Safwaan bin Mu`attal came to pick things left out things of the caravan, he found our beloved and respected mother Aisha r.a. Immediately on hearing innalillahi wa inna ilaihi Raji-oun of Safwaan, Hazrat Aisha woke up and put her veil upon her face.(Bukhari)
From this, we denote that when no men around, a woman may expose her face to nature.

لقد رأيت رسول الله صلى الله عليه وسلم يوما على باب حجرتي والحبشة يلعبون في المسجد ورسول الله صلى الله عليه وسلم يسترني بردائه أنظر إلى لعبهم

Hazrat Aisha r.a. reports that the beloved prophet SAW hid her by His shawl to prevent the public in the masjid to see her.(Bukhari)


حَدَّثَنَا عَبْدُ اللَّهِ بْنُ يَزِيدَ حَدَّثَنَا اللَّيْثُ حَدَّثَنَا نَافِعٌ عَنْ عَبْدِ اللَّهِ بْنِ عُمَرَ رَضِيَ اللَّهُ عَنْهُمَا قَالَ 
قَامَ رَجُلٌ فَقَالَ يَا رَسُولَ اللَّهِ مَاذَا تَأْمُرُنَا أَنْ نَلْبَسَ مِنْ الثِّيَابِ فِي الْإِحْرَامِ فَقَالَ النَّبِيُّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ لَا تَلْبَسُوا الْقَمِيصَ وَلَا السَّرَاوِيلَاتِ وَلَا الْعَمَائِمَ وَلَا الْبَرَانِسَ إِلَّا أَنْ يَكُونَ أَحَدٌ لَيْسَتْ لَهُ نَعْلَانِ فَلْيَلْبَسْ الْخُفَّيْنِ وَلْيَقْطَعْ أَسْفَلَ مِنْ الْكَعْبَيْنِ وَلَا تَلْبَسُوا شَيْئًا مَسَّهُ زَعْفَرَانٌ وَلَا الْوَرْسُ وَلَا تَنْتَقِبْ الْمَرْأَةُ الْمُحْرِمَةُ وَلَا تَلْبَسْ الْقُفَّازَيْنِ
بخاري

The hadith of Bukhari vdescribing the Ihraam of man and women state that they should not wear normal clothes. Men should not wear sewn clothes, topi or imaamah or shoes. Women should not veil over the face.(Bukhari)
The condition of ihraam require that we go against our normal clothing habits. And hence it is normal habit of a woman to cover her face. Please note that veiling still obligatory during ihraam as the following hadith explain:


1562 - حَدَّثَنَا أَحْمَدُ بْنُ حَنْبَلٍ حَدَّثَنَا هُشَيْمٌ أَخْبَرَنَا يَزِيدُ بْنُ أَبِي زِيَادٍ عَنْ مُجَاهِدٍ عَنْ عَائِشَةَ قَالَتْ
كَانَ الرُّكْبَانُ يَمُرُّونَ بِنَا وَنَحْنُ مَعَ رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ مُحْرِمَاتٌ فَإِذَا حَاذَوْا بِنَا سَدَلَتْ إِحْدَانَا جِلْبَابَهَا مِنْ رَأْسِهَا عَلَى وَجْهِهَا فَإِذَا جَاوَزُونَا كَشَفْنَاهُ
ابو داود

Hazrat Aisha r.a. explains that they used to be in Ihraam in their palanquins without pardah. When men used to be vis a vis their window, then they should use to drop a cloth to hide their face. When no one around, they would open their face. (Abu Dawood; Ibn Majah; Baihaqi)
That is why women should wear a cap and drop the pardah over the cap.

 
أخبرنا أبو عبد الله محمد بن عبد الله الصفار ، ثنا أبو إسماعيل محمد بن إسماعيل ، ثنا سعيد بن أبي مريم ، أنبأ نافع بن يزيد ، أخبرني ربيعة بن سيف ، حدثني أبو عبد الرحمن الحبلي ، عن عبد الله بن عمرو بن العاص ، قال : قبرنا مع رسول الله صلى الله عليه وسلم رجلا ، فلما رجعنا وحاذينا  بابه إذ هو بامرأة لا نظنه عرفها ، فقال : « يا فاطمة من أين جئت ؟ » قالت : جئت من أهل الميت رحمت إليهم ميتهم وعزيتهم . قال : « فلعلك بلغت معهم الكدى  ؟ » قالت : معاذ الله أن أبلغ معهم الكدى ، وقد سمعتك تذكر فيه ما تذكر ، قال : « لو بلغت معهم الكدى ما رأيت الجنة حتى يرى جد أبيك » « والكدى : المقابر » رواه حيوة بن شريح الحضرمي ، عن ربيعة بن سيف
البيهقي

Overhere a riwayat of Hakim and Baihaqi whereby Hazrat Fatimah was recognized by her father although she was unrecognizable by her full pardah.


أخبرنا عبد الله بن نمير، حدثنا أبو حيان التيمي عن حبيب بن أبي ثابت قال: قالت أم سلمة: لما انقضت عدتي من أبي سلمة أتاني رسول الله، صلى الله عليه وسلم، فكلمني بيني وبينه حجاب فخطب إلي نفسي فقلت: أي رسول الله وما تريد إلي، ما أقول هذا إلا رغبة لك عن نفسي، إني امرأة قد أدبر مني سني وإني أم أيتام وأنا امرأة شديدة الغيرة وأنت يا رسول الله تجمع النساء. فقال رسول الله: فلا يمنعك ذلك، أما ما ذكرت من غيرتك فيذهبها الله، وأما ما ذكرت من سنك فأنا أكبر منك سنا، وأما ما ذكرت من أيتامك فعلى الله وعلى رسوله. فأذنت له في نفسي فتزوجني، فلما كانت ليلة واعدنا البناء قمت من النهار إلى رحاي وثفالي فوضعتهما وقمت إلى فضلة شعير لأهلي فطحنتها وفضلة من شحم فعصدتها لرسول الله
الطبراني

A hadith of Tabrani and Abu Ya`la state that the beloved prophet SAW came to propose Umme Salmah r.a. and addressed to her behind a curtain only. 

( سنن ابن ماجة )
حدثنا الحسن بن أبي الربيع أنبأنا عبد الرزاق عن معمر عن ثابت البناني عن بكر بن عبد الله المزني عن المغيرة بن شعبة قال أتيت النبي صلى الله عليه وسلم فذكرت له امرأة أخطبها فقال اذهب فانظر إليها فإنه أجدر أن يؤدم بينكما فأتيت امرأة من الأنصار فخطبتها إلى أبويها وأخبرتهما بقول النبي صلى الله عليه وسلم فكأنهما كرها ذلك قال فسمعت ذلك المرأة وهي في خدرها فقالت إن كان رسول الله صلى الله عليه وسلم أمرك أن تنظر فانظر وإلا فأنشدك كأنها أعظمت ذلك قال فنظرت إليها فتزوجتها فذكر من موافقتها .

تحقيق :
صحيح

A sahih hadith of Ibn Majah state that the family of a young girl would not allow anyone to see their daughter for marriage proposal until one was authorised by Rasouloullah SAW.  
This show the degree of shyness, chastity and highest degree of pardah between the sahabahs.  


حَدَّثَنَا مُحَمَّدُ بْنُ يُوسُفَ حَدَّثَنَا سُفْيَانُ عَنْ مَنْصُورٍ عَنْ أَبِي وَائِلٍ عَنْ عَبْدِ اللَّهِ بْنِ مَسْعُودٍ رَضِيَ اللَّهُ عَنْهُ قَالَ
قَالَ النَّبِيُّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ لَا تُبَاشِرُ الْمَرْأَةُ الْمَرْأَةَ فَتَنْعَتَهَا لِزَوْجِهَا كَأَنَّهُ يَنْظُرُ إِلَيْهَا
بخاري

Rasouloullah SAW said: ‘‘A woman should not describe the physique of another woman in such details as if the husband seeing her.’’(Bukhari)
Not only a woman should cover her body and face, but also she should describe the other woman in such a manner that the husband imagine seeing her. If it is prohibited to see with imagination, then definitely prohibited to see in real life.


و حَدَّثَنِي يَحْيَى بْنُ مَعِينٍ حَدَّثَنَا مَرْوَانُ بْنُ مُعَاوِيَةَ الْفَزَارِيُّ حَدَّثَنَا يَزِيدُ بْنُ كَيْسَانَ عَنْ أَبِي حَازِمٍ عَنْ أَبِي هُرَيْرَةَ قَالَ
جَاءَ رَجُلٌ إِلَى النَّبِيِّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ فَقَالَ إِنِّي تَزَوَّجْتُ امْرَأَةً مِنْ الْأَنْصَارِ فَقَالَ لَهُ النَّبِيُّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ هَلْ نَظَرْتَ إِلَيْهَا فَإِنَّ فِي عُيُونِ الْأَنْصَارِ شَيْئًا قَالَ قَدْ نَظَرْتُ إِلَيْهَا قَالَ عَلَى كَمْ تَزَوَّجْتَهَا قَالَ عَلَى أَرْبَعِ أَوَاقٍ فَقَالَ لَهُ النَّبِيُّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ عَلَى أَرْبَعِ أَوَاقٍ كَأَنَّمَا تَنْحِتُونَ الْفِضَّةَ مِنْ عُرْضِ هَذَا الْجَبَلِ مَا عِنْدَنَا مَا نُعْطِيكَ وَلَكِنْ عَسَى أَنْ نَبْعَثَكَ فِي بَعْثٍ تُصِيبُ مِنْهُ قَالَ فَبَعَثَ بَعْثًا إِلَى بَنِي عَبْسٍ بَعَثَ ذَلِكَ الرَّجُلَ فِيهِمْ
مسلم

A hadith of muslim shareef describe that women would allow to see their face to non malrams only at marriage proposal time.
In fact, it is recommended to see face at proposal time.



وأخرج ابن سعد عن محمد بن ثابت بن قيس بن شماس رضي الله عنه قال: قتل يوم قريظة رجل من الأنصار يدعى خلاَّداً رضي الله عنه قال؛ فأتيت أُمه فقيل لها: يا أُم خلاَّد قُتل خلاَّد، قال: فجاءت متنقِّبة فقيل لها: قُتل خلاَّد وأنت متنقِّبة قالت: إن كنت رُزئت خلاَّداً قلا أُرزأ حيائي، فأُخبر النبي صلى الله عليه وسلم بذلك فقال: «أما إنَّ له أجر شهيدين»، قال: قيل: ولم ذاك يا رسول الله؟ فقال: «لأن أهل الكتاب قتلوه» وأخرجه أبو نعيم عن عبد الخير بن قيس بن شماس عن أبيه عن جده، كما في الكنز ؛ وأخرجه أيضاً أبو يَعْلى من طريق عبد الخير ابن قيس بن ثابت بن قيس بن شماس عن أبيه عن جدِّه نحوه، كما في الإِصابة ، وقال: قال ابن منده: غريب لا نعرفه إلا من هذا الوجه. اهـ.

In Hayatus Sahbah mentioned that Khalad r.a. passed away during the battle of Qureizah. The mother of Khalad r.a. came fully veiled to look for his body of his son.


وشذ عبد الله بن محمد بن عروة فقال: عن هشام عن أبيه عن هند أخرجه بن منده وأوله: قالت هند: أني أريد أن أبايع محمداً قال: قد رأيتك تكفرين. قالت: أي والله والله ما رأيت الله تعالى عبد حق عبادته في هذا المسجد قبل الليلة والله إن باتوا إلا مصلين قياماً وركوعاً وسجوداً قال: فإنك قد فعلت ما فعلت فاذهبي برجل من قومك معك فذهبت إلى عمر فذهب معها فاستأذن لها فدخلت وهي متنقبة فذكر قصة البيعة وفيه ما قدمته وفيه: فقالت: إن أبا سفيان رجل بخيل ولا يعطيني ما يكفيني إلا ما أخذت منه من غير علمه... الحديث.

And in Hayatus Sahabah still, reported that Hind, the wife of Abu Sufyaan came to address Umar r.a. with fully niqaab and veils.


عن علي بن حسين عن صفية بنت حيي قالت
كان رسول الله صلى الله عليه وسلم معتكفا فأتيته أزوره ليلا فحدثته ثم قمت فانقلبت فقام معي ليقلبني وكان مسكنها في دار أسامة بن زيد فمر رجلان من الأنصار فلما رأيا النبي صلى الله عليه وسلم أسرعا فقال النبي صلى الله عليه وسلم على رسلكما إنها صفية بنت حيي فقالا سبحان الله يا رسول الله قال إن الشيطان يجري من الإنسان مجرى الدم وإني خشيت أن يقذف في قلوبكما سوءا أو قال شيئا
بخاري

In Bukhari, reported that our mother Safiyyah r.a. was fully veiled and covered when walking with Rasouloullah SAW in public. When two muslims saw them, they increased their paces and hence Rasouloullah SAW reassured them that this woman is her wife Safiyah and not a stranger.(Bukhari)
Should she be unveiled, then there was no need for clarification.


 

فلما رأى النبي صلى الله عليه وسلم عكرمة وثب إليه وما على النبي صلى الله عليه وسلم رداء فرحا بعكرمة ، ثم جلس رسول الله صلى الله عليه وسلم فوقف بين يديه ومعه زوجته متنقبة ، فقال : يا محمد ! إن هذه أخبرتني أنك آمنتني ، فقال رسول الله صلى الله عليه وسلم : صدقت فأنت آمن

In Kanzul Ummal and Hayatus Sahabah mentioned that Umme Hakim brought Ikramah to Rasouloullah Swalallahou `Alaihi Wasallam while she was completely veiled.

So veiling the face and dissimulating the body and silhouette by the clothing is a shariah prescription based on Quran and Sunnah. Until a lady reaches this norm, one should encourage the lady to veil and also in the meanwhile be tolerant towards her. The beloved prophet Swalallahou Alaihi Wasallam was severe as pardah/veiling issue to his family and also had wisdom of tolerance towards new muslims. This tolerance found in some places should not be viewed as permission though.
